ICpEP-GCC Establishes New Leadership, Defines its Regional Presence

RIYADH – The Institute of Computer Engineers of the Philippines – Gulf Cooperation Council (ICpEP-GCC) has officially known by its SEC Registration No. 2011206751, has announced its Executive Council for the 2025-2030 term and detailed its operations across the GCC region. This move highlights the organization’s commitment to supporting Filipino computer engineers in the Middle East.

ICpEP-GCC: A Regional Overview

ICpEP-GCC has a broad operational presence, covering the Kingdom of Saudi Arabia, State of Qatar, Kingdom of Bahrain, UAE, Sultanate of Oman, and Kuwait. This extensive reach allows the organization to streamline membership verification, promote professional identity, and support the growth of ICpEP chapters across the entire GCC region.
 

ICpEP-KSA: The Governing Hub

ICpEP–KSA (Institute of Computer Engineers of the Philippines – Kingdom of Saudi Arabia) plays a central role as the primary chapter of the Institute of Computer Engineers of the Philippines across the GCC countries. It serves as the “Principal Executive Authority Mother Governing Body” for ICpEP-GCC and acts as the mother organizational body for other ICpEP chapters in the region, providing leadership, coordination, and professional development.
ICpEP-KSA is responsible for setting standards, policies, and strategic direction for affiliated chapters within the GCC. The organization also organizes events, webinars, and certification pathways, such as the PCpE, that benefit members across the Gulf. ICpEP-KSA was chartered in 2020 with Accreditation No. 2020-003, while ICpEP-QATAR was chartered in 2025 with Accreditation No. 2025-004.

The 2025-2030 Executive Council

The Executive Council leads ICpEP-GCC, sets its vision, and represents the organization. Here are its key members for the 2025-2030 term:
  • President: Engr. Hazel Galas Lampitoc, PCpE, MAEd, SCE. He also serves as the KSA-President, a Lifetime Member of the PPO-CRSA Council, National Auditor for the National Board of Governors, and an International Provisional Adviser (IPA). His role is to lead the council, set its vision, and represent the organization.
  • Vice President: Engr. Lenelio O. Morga, PCpE. He is also the Qatar-President, a Board Member of the National Board of Governors, and holds roles as Vice President for International Events and Director for Professional Development, overseeing international engagement in seminars and conferences. The Vice President supports the President and steps in when needed.
  • Executive Secretary-General: Engr. John Perez, CCpE, representing Oman. This role involves managing documentation, meeting minutes, and correspondence.
  • Treasurer: Engr. Jerth Roy V. Talingdan, CCpE, representing Bahrain and a Lifetime Member. The Treasurer is responsible for overseeing finances, budgeting, and reporting.
  • Auditor: Engr. Aizhar John Quindoza, representing the UAE. The Auditor ensures transparency and accountability in operations.
  • Ways of Means: A representative from Kuwait handles this role.

Commitment to Membership and Growth

A key initiative for ICpEP-GCC is the issuance of electronic certificates (eCertificates) for Provisionary International Membership. Upon confirmation and receipt of payment, ICpEP-KSA, as the mother organizational body, immediately issues eCertificates to all registered members of chapters like ICpEP-QATAR. This initiative demonstrates ICpEP-GCC’s commitment to streamlining membership verification, promoting professional identity, and supporting the continued growth of its chapters across the entire GCC region.
